Project Background : 

Goal: To support vulnerable households (HHs) and communities affected by conflict and natural disasters to meet their basic needs through increasing access to integrated, gender sensitive and age-appropriate MPCA, protection, health, nutrition and WASH services.

Theory of Change (ToC) : 

If life-saving humanitarian interventions such as MPCA, Protection, Health, Nutrition and WASH services are provided to targeted acutely food insecure populations impacted by conflict and natural disasters such as drought, floods and earthquakes then crisis-affected households will be able to meet their basic needs for health, nutrition, WASH, protection, and avoid the adoption of negative coping mechanisms, especially the ones that involve children and harmful household livelihood assets, and better protect themselves against the impact of natural disasters and conflict. 

Purposes 

  1. To enable most vulnerable households, affected by the multiple crisis in Afghanistan, to meet basic essential needs (food and non-food)
  2. To reduce excess morbidity and mortality associated with malnutrition, lack of access to primary health care, and poor sanitation and hygiene.
  3. To improve the safety, protection, and well-being of vulnerable communities, including women and children, and prevent the adoption of negative coping mechanisms.
  4. To reduce excess morbidity and mortality associated with malnutrition, lack of access to primary health care, clean water, poor sanitation and hygiene.

Activity Overview: 

The activities and approaches proposed for this top-up request were designed based upon the identified needs and gaps at the time of writing this request, and in coordination with other partners and BHA. Utilizing allowed award and budget flexibility, the program will adapt and modify plans within the approved scope, objectives, and allowed budget flexibility as necessary to be responsive to the evolving context and needs, in discussion with BHA. 

Job Description:

Job Purpose: 

The assistant is responsible for compiling, processing, interpretation and analyzing all feedback, suggestions, recommendations and complains from the project beneficiaries. He / She will be responsible to ensure accountability to affected population during the project life.  

CBFRM Related Responsibilities:

  • Training project staff on CBFRM and accountability procedure of the organization.
  • Ensure that AAP data is collected routinely throughout the project cycle (not just at project mid and endpoints, enabling corrective action).
  • Develop and maintain local Community Based Feedback and Response Mechanism (CBFRM) Procedures as per organizational CBFRM Guidelines.
  • Lead/Conduct Regular community consultations, surveys, FGDs to gauge/monitor how well country team is adhering to AAP commitments and progress towards achieving AAP work plan objectives.
  • Translation of the CBFRM communication materials and other tools as per need.
  • Communicate and disseminate complaints handling procedures, policies, and tools as appropriate to beneficiaries and other stakeholders.
  • Ensure key information reaches beneficiaries using a number of methods (leaflets, orientation, and help desk)
  • Update CBFRM tracker and follow up with relevant responsible on new, and open cases.
  • Support field MEAL teams to establish a help desk/information table during distributions to the community members to answer beneficiary comments/questions.
  • Respond to pending issues, provide support as needed, and communicate progress back to beneficiaries.
  • Any other task assigned by the direct supervisor.

MEAL Administrative Support

  • Provide assistance with data collection as and when required.
  • Assist with translation of reports and data.
  • Assistant with logistics and administration for MEAL workshops, trainings, surveys, and assessments
  • Any other task assigned by the direct supervisor.

  • Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law.

Prevention of Sexual Exploitation and Abuse:

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Compliance & Ethics:

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Job Requirements:

Qualifications : 

  • University graduate from a recognized University in Business Administration, Social Science, Computer Science, Health and other related fields.

Experience : 

At least 2-3 years of experience in Accountability, call center, feedback or complaint handling mechanism and/or M&E in any governmental or non-governmental organization.

Competency 

  • Good staff management, planning and organizing skills with strong command of context analysis, security management, networking, and collaboration.
  • Communication skills and strong local language correspondence skills. Particularly in fluency in English, Dari and Pashtu speaking /writing skills are required.
  • Ability to write logical, clear, and concise reports.
  • Expertise in Microsoft Office including Word, Excel, PowerPoint Excel and internet is required.
